Jaclyn Quinn
Jaclyn Quinn, Esq., is the Deputy Director of the Delaware Community Reinvestment Action Council (DCRAC), where she runs the in-house nonprofit law firm that provides estate planning and tax representation. An expert on the intersections of the legal and financial lives of lower-wealth Delawareans, she focuses on wills and estate planning, property transfers, and “tangled title” ownership issues.
Transparent about fees and mindful that most clients are unfamiliar with the legal process, Jaclyn provides the legal care and education a client needs to complete the process smoothly. DCRAC Law does not have an upper income limit for services, however those who cannot afford market rates find that services are affordable based on the sliding scale fee schedule.
She first joined DCRAC in 2011 as a volunteer while launching her own private practice, which later became DCRAC Law. Jaclyn graduated with a B.A. in Political Science from The College of New Jersey before moving to Delaware to pursue her J.D. at Widener University Delaware Law School. She was admitted to the Delaware Bar in 2012 and is also barred in U.S. Tax Court and U.S. Immigration Court.
Jaclyn and her husband Kyle live in New Castle County with their daughters. In her free time, she enjoys cooking, sourdough baking, and gardening with the girls. You may see her with her family hiking in a state park or visiting the horses at Carousel. This year, they’re looking forward to spending more time outdoors during a few camping trips.

Laura A. Dougherty
Dr. Laura A. Dougherty’s passion for dentistry began at just seven years old after countless visits to the orthodontist, speech therapist, and dentist throughout her childhood. Those early experiences inspired her desire to create positive, comfortable dental experiences for others. Today, one of the most rewarding parts of her career is helping patients regain confidence through healthy, beautiful smiles, much like the providers who impacted her own life growing up.
Born and raised in Sussex County, Delaware, Dr. Dougherty earned her Bachelor of Arts in Biology from the University of Delaware in 2001 before pursuing her Doctor of Dental Surgery degree at the University of Maryland School of Dentistry, graduating in 2006. She then completed her General Practice Residency through the Christiana Care Dental Residency Program. After spending 11 years in private practice, she founded Dougherty Dental Solutions in 2018.
Known to many patients as “Dr. D,” she is an active member of the American Dental Association, Delaware State Dental Society, Delaware Academy of General Dentistry, and American Academy of Facial Esthetics. She has also been nominated as a Delaware Today “Top Dentist” for seven consecutive years.
Dr. Dougherty lives in Delaware with her son and their dog, Cooper. Outside the office, she enjoys hiking, spending time at the beach, traveling, and making memories with family and friends.

A former Chief Human Resources Officer (CHRO) for Navient, Inc. and former Compensation & Total Rewards leader with several Fortune 500 financial services organizations, Michael spent more than 25 years designing and communicating Total Rewards (compensation, benefits, employee wellbeing) strategies that aligned business performance with employee needs.
