Founded in 1977, Eye Physicians and Surgeons is one of Delaware’s oldest and most trusted eye care practices. With eleven providers, the group encompasses nearly every ophthalmic subspecialty—cataract, cornea, glaucoma, retina, pediatrics, and refractive surgery—along with comprehensive eye care, contact lenses, and a full-service optical shop. Closely affiliated with the Center for Advanced Surgical Arts and Laser Vision Delaware, the practice has introduced many Delaware “firsts” in surgical innovation. Recently, Kalin Eye Associates joined the practice, expanding care into Newark and improving access for patients further south. Jeffrey Minkovitz, MD

Recently celebrating his 30th anniversary with Eye Physicians and Surgeons in Wilmington—one of the state’s largest and most comprehensive ophthalmology groups founded in 1977—Dr. Jeffrey Minkovitz provides advanced cataract, cornea, and refractive surgery care alongside his subspecialty and comprehensive eye care partners.

After graduating Magna cum Laude from Harvard University, Dr. Minkovitz received his medical degree from the University of Massachusetts Medical School. He completed his medicine internship at Harvard’s Mt. Auburn Hospital, his ophthalmology residency at Washington University, and a fellowship in cornea and refractive surgery at the Wilmer Eye Institute of Johns Hopkins, where he received the Outstanding Teacher Award as a Clinical Instructor. He continues to train ophthalmology residents at Christiana Care, where he remains on staff. In 2021, he returned to Johns Hopkins for a healthcare-focused MBA, combining his clinical knowledge and business training to promote innovation in health care delivery through new models that address the needs of patients, providers, and payors.

Dr. Minkovitz is recognized for numerous Delaware “firsts,” including PRK laser vision correction, NearVision CK, and advanced corneal transplant techniques (DSAEK, DMEK, DALK). Together with his Center for Advanced Surgical Arts partner, he introduced laser cataract surgery to Delaware in 2012, and in 2016 he founded Laser Vision Delaware, bringing the most advanced refractive laser technology to the state. He performs leading-edge cataract surgery with laser precision and advanced technology lens implants, and treats complex eye conditions, remaining one of only a few Delaware surgeons performing corneal transplantation.

Dr. Minkovitz has been named a Delaware Today “Top Doc” many times and has instructed at American Academy of Ophthalmology Annual Meetings. He also serves on the Medical Advisory Boards of the Eye Bank of Philadelphia and the Center for Advanced Surgical Arts, which he co-founded in 2003. A Boston native who has called Wilmington home for 25 years, he enjoys swimming, tennis, photography, and time with his family.

 

Paula Ko, MD

Dr. Paula Ko is a board-certified Ophthalmologist, Retinal Specialist who focuses on retinal and vitreous disease, particularly diabetic eye disease, macular degeneration, retinal detachment, macular pucker, macular holes and vascular eye disease. Dr. Ko received her undergraduate degree from The Ohio State University College of Engineering, graduating with honors. She worked as a software engineer before going back to medical school. She returned to Ohio State for her medical degree, graduating with honors from the College of Medicine.

Following her Medical/Surgical Internship at Riverside Methodist Hospital in Ohio, she completed her residency in Ophthalmology at Temple University Hospital in Philadelphia, where she served as Chief Resident. She served a prestigious fellowship at Georgetown University Hospital in Washington, DC in diseases of the retina and vitreous.  

Dr. Ko is currently managing partner at Eye Physicians and Surgeons, P.A. and has practiced there for over 30 years. She is a Clinical Assistant Professor of Ophthalmology at Temple University Hospital and has enjoyed training the Temple Residents retinal surgery and disease management. She enjoys teaching her patients about their disease process and what they can do systemically to help their eye disease improve. She believes in good communication between the doctor and patient for the best care possible. She uses the latest technology, small incision surgery, laser, and intraocular injections to help treat patients with retinal diseases.

Dr. Ko also serves as the President of the Delaware Academy of Ophthalmology, helping promote excellent eye care throughout the entire state of Delaware. She has offices in Wilmington, Newark, and Dover.

 

Carolyn Glazer-Hockstein, MD

Dr. Carolyn Glazer-Hockstein is a board-certified ophthalmologist who specializes in caring for patients with retinal diseases such as age-related macular degeneration, diabetic retinopathy, and retinal vascular disorders.

She graduated with honors from Jefferson Medical College, where she was elected to the Hobart Armory Hare Medical Society and the Alpha Omega Alpha Medical Honor Society, and received the Carroll R. Mullen Memorial Prize in Ophthalmology. She completed her internship at Presbyterian Medical Center and her ophthalmology residency at the Scheie Eye Institute of the University of Pennsylvania, where she served as chief resident. Following her residency, Dr. Glazer-Hockstein pursued advanced fellowship training in medical retina at the Scheie Eye Institute.

Dedicated to delivering the best possible care, Dr. Glazer-Hockstein uses the most up-to-date diagnostic technology and treatments available, including advanced imaging, laser therapy, and intravitreal injections. She strives to provide compassionate, personalized care while helping patients understand their condition and treatment options.

Her research has been published in leading journals such as American Journal of Ophthalmology, Journal of Musculoskeletal Medicine, and Retina. She has also shared her work at national meetings, including the American Academy of Ophthalmology and the Association for Research in Vision and Ophthalmology.

Dr. Glazer-Hockstein has been recognized by her peers for excellence in ophthalmology, earning the honor of “Top Doc” in Delaware Today magazine in 2012, 2016, 2017, and 2018.

A past president of the Delaware Academy of Ophthalmology, Dr. Glazer-Hockstein is an active member of; American Academy of Ophthalmology, Delaware Academy of Ophthalmology and American Society of Retina Specialists.

 

Robert M. Carroll, MD

Robert M. Carroll, MD is a board-certified, fellowship-trained retina specialist who focuses on the evaluation and treatment of patients with retinal diseases such as diabetic retinopathy, age-related macular degeneration, retinal vascular disease, and posterior uveitis. He also performs retinal surgery to treat retinal detachment, macular holes and puckers, complications from diabetes, and secondary intraocular lenses. 

Dr. Carroll completed his undergraduate degree in biochemistry with honors at the University of Notre Dame and earned his medical degree at Rutgers-Robert Wood Johnson Medical School. He completed his internship at Albert Einstein Medical Center in Philadelphia, residency in ophthalmology at Mount Sinai Hospital in New York City, and fellowship in vitreoretinal surgery at the Scheie Eye Institute of the University of Pennsylvania where he was recognized with the Fellow Excellence in Teaching Award. In addition to working at Eye Physicians and Surgeons, he also provides care for our nation’s veterans at the Wilmington, Delaware VA Medical Center. 

An Eagle Scout, Dr. Carroll prides himself on humbly serving his patients by putting their needs first in the preservation and restoration of their vision. He considers it a true privilege to be afforded the opportunity to care for others, striving to create a comfortable, compassionate, and well-informed relationship with his patients. He is a member of the American Academy of Ophthalmology and the American Society of Retina Specialists and has maintained an active academic interest, publishing in and serving as a reviewer for several ophthalmology journals as well as teaching optometry and ophthalmology students, residents, and fellows. Dr. Carroll sees patients in both Wilmington and Newark and is trained in the most up-to-date methods of diagnosing and treating retinal disease, including intravitreal injections, retinal lasers, and advanced retinal imaging. 

Neha Kumar, MD

Dr. Neha Kumar is a board-certified Ophthalmologist with over 10 years of experience in diagnosing and treating a wide range of eye conditions. Specializing in cataract surgery and comprehensive eye care, Dr. Kumar is committed to providing personalized, high-quality care to her patients in Eye Physicians and Surgeons Newark location.

Born and raised in Ohio, Dr. Kumar earned her medical degree from Northeast Ohio Medical University, where she was elected to the Alpha Omega Alpha Honor Society. In 2013, she completed her Ophthalmology residency at Georgetown University Hospital/Washington Hospital Center in Washington D.C. where she gained extensive hands-on experience in both surgical and medical treatments for eye health.

Since completing her training, Dr. Kumar has been providing eye care in Delaware and was recognized as a Top Doc in Delaware Today magazine in 2019 and 2025.  She is a member of the Delaware Academy of Ophthalmology and American Academy of Ophthalmology and is board-certified by the American Board of Ophthalmology.

Prior to joining Eye Physicians and Surgeons in 2025, Dr. Kumar was practicing at the Wilmington VA Medical Center, caring for our nation’s veterans and teaching the next generation of ophthalmologists.

She served as adjunct faculty and a Residency Site Director for the Temple University Ophthalmology Program and was honored by the resident in 2023 with the Faculty Teacher of the Year award.

 

 

Neil S. Kalin, MD

Dr. Neil Kalin is a board-certified ophthalmologist with over 30 years of experience in comprehensive eye care. A Delaware native, Dr. Kalin began his academic journey at Newark High School before earning his undergraduate degree from Duke University. He went on to receive his medical degree from Emory University School of Medicine, followed by Ophthalmology residency training at the University of Pennsylvania. He then completed advanced fellowship training at the University of Texas Southwestern. 

Dr. Kalin returned to Newark, Delaware in 1995 to join his father in the practice of Ophthalmology. He has continued the legacy which began with Joshua Kalin, MD to be a trusted provider within the Newark community. Over the course of his long career, he has built a reputation for delivering thorough, patient-centered care across all areas of Ophthalmology—including glaucoma, cataracts, macular degeneration, and routine eye health.

In 2023, Dr. Kalin transitioned into a part-time role, choosing to step back from surgical procedures in order to focus more on personal priorities while still offering high-quality clinical care. In support of this shift, Kalin Eye Associates combined with Eye Physicians and Surgeons, ensuring continuity and expanded services for patients.

A longtime member of the Delaware Academy of Ophthalmology, Dr. Kalin remains actively engaged in efforts to advance the field and support his peers in maintaining the highest standards of care. His approach blends deep medical knowledge with a personal commitment to helping each patient achieve the best possible vision and quality of life.

Outside of the office, Dr. Kalin enjoys spending more time with his family and pursuing his love of Pickleball—an activity that reflects both his competitive spirit and passion for community engagement.

 

Chinye Otojare, OD

Dr. Otojare has been a valued member of Eye Physicians and Surgeons since July 2020, bringing  with her a wealth of knowledge, skill, and a warm approach that puts patients at ease. A proud graduate of the New England College of Optometry in Boston, MA, she went on to complete an  intensive residency in ocular disease at the VA Medical Center in Huntington, WV. Her  training also included hands-on experience at VA Medical Centers in Waco, TX, Boston, MA, and various community health centers, giving her a broad and well-rounded clinical foundation.  

Before joining Eye Physicians and Surgeons, Dr. Otojare practiced in Maryland, Pennsylvania, and most recently in Bear and Newark, Delaware. This diverse background has equipped her with the ability to connect with patients from all walks of life while addressing a wide range of vision and eye health needs.  

Dr. Otojare is dedicated to delivering primary eye care for families, with a professional passion for the medical side of optometry. She offers comprehensive routine eye exams and contact lens fittings. Her commitment to long-term eye health ensures patients receive both preventative care and advanced treatment whenever needed.

From children as young as seven to adults of all ages, Dr. Otojare treats each patient with the same level of attention and compassion; listening carefully, explaining clearly, and tailoring care  to individual needs. Whether you need a routine exam or specialized medical follow-up, Dr. Otojare brings the expertise, patience, and kindness that makes her an outstanding provider and a trusted member of the Eye Physicians and Surgeons.

 

Prachi Pathak, OD

Dr. Prachi Pathak began her career by obtaining a Bachelor’s degree in Neuroscience at the University of Delaware. Along with her coursework, she was also involved with ongoing research at the University in the visual and neurosciences. She then continued on to earn her Doctor of Optometry degree from New England College of Optometry in Boston, MA.

Clinical training includes a rotation at the Philadelphia Veterans Hospital managing diabetes and glaucoma. She also gained experience in vision therapy, binocular vision, pediatrics and contact lens at the New England Eye Institute and Martha Elliot Health Center, a part of Children’s Hospital of Boston where she earned clinical honors as a part of her rotation. She continued her training at Atlanta Vision Institute caring for pre- and post-operative patients undergoing LASIK, PRK and Cataract extraction along with primary eye care.

Dr. Pathak performs comprehensive primary care ocular examinations along with evaluating patients for eye diseases such as cataracts, diabetes and glaucoma. 

Originally from Delaware, Dr. Pathak enjoys providing eye care education to her community through her position as creative content director for the Delaware Optometric Association.

Nadine Hermann, OD

Dr. Nadine Hermann is pleased to provide primary and emergency care for patients of all ages; children through senior citizens. Dr. Hermann is also exceptionally proficient with contact lens fittings. We are excited by the vast amount of experience she brings with her as a previous New Jersey based Optometrist and Licensed Optician.  

Nadine Hermann began her career in the world of eyecare after she received her Applied Associates Degree in Ophthalmic Science from Raritan Valley Community College in 1998. After passing the NJ State Boards to earn her Opticians License, she then earned her American Board of Opticianry and National Contact Lens Examiners certifications. Over the next seven years she worked as a NJ Licensed Optician for private and corporate practices until her desire to provide more extensive care to her patients led to her returning to school to pursue Optometry.

In 2008 she received her first Bachelor’s Degree in Biology from Kean University. There, her skills earned her an induction into the Tri-Beta National Biological Honor Society. Dr. Hermann earned her second Bachelor’s Degree in Visual Sciences from the Pennsylvania College of Optometry in 2009.  This was followed by her receiving her Doctor of Optometry Degree from the Pennsylvania College of Optometry at Salus University School of Health in 2012. An Ocular Disease Residency with Omni Eye Services followed in 2013, which provided her with the skills to treat and manage medical conditions of the eye, including but not limited to glaucoma, diabetic retinopathy, cataracts and dry eye syndrome.

During her vacation time Dr. Hermann loves to travel the world with her husband Keith and her son Nicholas. Her French heritage provides her with the ability to speak fluent French, and to no one’s surprise, France is one of her favorite places to visit. When she is home relaxing from work and travel, she likes to run, take long bike rides, garden, play tennis, swim, read and even ski occasionally.
